By recruiter do you mean a person who recruits players in a game or a PSC member which accepts applicants?
If you are referring to a recruiter in-game then you already are one! Anybody can recruit for eGO but please do not do it on other servers, only our own. Speaking of this you might be interested in the Recruiting Group for eGO. To join it Click Here and scroll to the EdgeGamers Recruitment Section.
To join the PSC you need to be an eG level admin and above.

That is the same as being a recruiter. I don't think there is a requirement but I think you might need to join the group first.
