That message is not from Tribunal, it's LeaverBuster. When you get a pattern of games in which you're reported, that message will pop up, and if the streak continues you'll be banned from 12 hours (I think that's the minimum) up to 7 days. It works also when you're AFKing/leaving a lot of games.
That said, when LeaverBuster gets angry, that's usually a sign that you'll be appearing on the Tribunal soon.

I have 95 leaves I've left 20+ games for "not getting mid" and i have colorful language, i make fun of the baddies and most often than not i encourage people to "take a break" from league of legends.
Not been banned, Not been warned, not been touched.

Although i'm not proud of my actions, i don't regret them xD.
Oh, did i mention whenever i solo Queue if someone refuses 2 communicate with the team or just makes bad decisions throughout the game i report them for "unskilled"
