ye, just read on EU LoL forums they are patching it now for Leona.

Actually they only have delayed giving us Leona from all that I have read, these changes are in game right now. And they delayed Leona due to the server instability in EU...why because they know if they release her here and not over there, we will have a flood of EU players wanting to play her and that could cause server instability here as well with that many coming to play on the US servers(Comes from a red poster, but makes sense to me).

the changed are NOT in the game right now. atleast not in on the EU servers.

Leona Patch Incoming Tomorrow at 0:30 UK Time!

As you know, this past week we experienced a few issues that prevented us from being able to patch. We are pleased to announce that these issues have since been resolved and that we are on schedule to patch this Wednesday at 0:30 UK time. This patch will include all balance changes and skins originally scheduled for release last week, with Leona to follow once we have made sure that our servers remain stable. Note that we will turn on Leona in both North America and Europe at the same time. We expect the maintenance to the end around noon UK time.

Thank you again for your patience, summoners! We know you really want to play Leona and understand that this wait was less than ideal, but we always want to make sure we provide you with the best possible player experience. Thank you for playing League of Legends!

ok well we are talking from a US server point of view. You are right, they are currently patching the EU servers up to the patch that the US servers got this past week. As Carmine said, the Leona files are in the game on the US side, and will soon be on the EU side. BUT Leona WILL NOT be active until they deem the servers stable enough, then they will unlock her on both sides of the world at the same time.
