Need someone who can "censor" a video.

[Prisoner416]

I have a video that, for confidential reasons, I suddenly need to upload online.

Problem: There are several people in the video that need to have their faces blurred for privacy.

Would anyone be willing to help me out?

You and your friends toilet papering a house isn't that great a video. I do like how you are willing to hide everyone involved as so they do not get in trouble. /golfclap

If my guess of the video is totally wrong, then lets act like all I posted was "I don't know how to blur faces(only melt them), but would like to watch the video when it is done"

The video is of a traffic stop in which the ID of everyone but the officers involved requested the censorship.

Found this video, you could do it in after effects. But this seems easier.
