What is the tick rate of the servers?

Sorry for double post, but i figured i might as well ask it here. Since yesterday i've been having low fps issues, normally i have 100+ all the time, but now its only 100+ when im standing still and when i shoot a gun or see someone it drops to 15-20 fps, untill im around nothing. Any reason? the driver is up to date, and their is not heating issues so.
