Blocking Command prompt in win 7

is there a way to block windows 7 home premium 64 bit? and how to do it?

- Click on Start --> Run
- on the Run dialog box type: gpedit.msc this will open group policy
- on the left pane of gpedit, under "user configuration" expand "administrative templates"
- click on "system"
- on the right pane of "system", double-click "prevent access to the command prompt"
- on the new window, click on "enable"
- click OK
- Close group policy
- Done!
