Hammer! Comes with the Source SDK, available for free in the 'Tools' section of your Steam Library.

Edit- Hammer is a scary, scary program. However hard you think level designing/creating is, it's sixty times harder than that. Srsly.

This, I find Hammer very easy to use, I'm just not good at the whole design aspect of things.



By Skiing did you mean Skinning? If so, that can be done with pretty much any image editing tool. You'll also need GCFScape and VTF Edit to get the image files though. A google search on how to skin in TF2 will explain how to use those programs.

It's intimidating, not necessarily difficult. My main problem with it is how tedious it is to use. Takes a long time to get things done.
