I have a friend that wants to play css but not sure if his pc can handle it before buying the game. So let me know if it can and if its able to play the game, then what setting will he play on thanks.

Yes, it is. You're VGA seems to support Dx9, you have the recommended ammount of RAM, and you seem to pass for the CPU aswell.

He can play on the highest settings, but I would recommend normal for best performance.

It's enough, but I recon 2GB+ RAM for playing with win7 or turn off the aero (set to the windows 95 style will save some place on RAM and make graphic card happier). Also, try Advanced System Care 4 to remove all unwanted apps that might slow down your PC. Then, your friend could play on high
