As some of you know, I cannot play TF2 on servers with more than like 12 people in them otherwise I start lagging. It started ever since I plugged in my new Quad Core CPU, and nothing I have tried has fixed it as of yet. I haven't been able to play TF2 properly for over six months and I think I'll have to move on. I'm going to give it a week where I'm going to find solutions, if nothing works I'll probably going to have to swap divisions to a game I can actually play. Sorry guys.

Check to see if Hyperthreading is on, and try turning that off.
Other than that, what else was changed in your system, and what are your specs?
What programs are running in the background while playing, anything that you run in the background now that is different than when the problems started?

1) Forgot to mention what CPU it is, Core2Quad Q8400, it doesn't have hyperthreading.
2) Nothing, ever since the CPU went in it started going foul. However, every other game runs fine without any problems, such as Portal 2, Borderlands, Counter Strike Source and COD4.
The specs are:
2GB of RAM (I still need to add another stick to make 4GB)
ATI Radeon 4830 XFX
Core 2 Quad Q8400 with CoolerMaster V8
I have recently installed a Seagate Barracuda, cloned everything over and am now running everything on that, I will be trying to see if that made any difference.

Yea, I actually started having a similar problem these last few days. Comp isn't even being taxed and ping is perfectly fine, but it just doesn't seem to run TF2 well. None of those things are problems either. I guess I'll just delete and reinstall too.
I just glanced through this thread real quick, so this may have been mentioned, but have you tried turning on/off multicore processing in the TF2 settings?
Some people, like me, run way better with multicore processing on (I max out at 212 fps with it on [or whatever the max FPS TF2 can render is], around 150 with it off). Some people do way, way worse. And for some people it makes no difference whatsoever. It's idiosyncratic with each system.

Make sure to clear your cmos, any settings that carry over from your old cpu can really mess with the new one (especially over-clocking). I know this from personal experience.

How do I clear it, I'm not much of a BIOS/CMOS expert besides going and fixing USB keyboard glitches.Make sure to clear your cmos, any settings that carry over from your old cpu can really mess with the new one (especially over-clocking). I know this from personal experience.

are you using the catalyst software that comes with ati radeon video cards to overclock your card? if so, that caused me major headaches and issues similar to what you are having. got rid of the catalyst software that comes as an option from amd and tf2 worked mucho better for me.

If you have your motherboard manual laying around, look in there.

I'm not going to promise this going to work, but it would fix something like the CPU being underclocked due to your old one's settings.
There is usually a button somewhere on the board to reset the CMOS. If you can't find the button, just remove the CMOS battery for a few seconds and replace. It will just be a small button cell battery.
I've never used Radeon so I'm not sure about any of those settings. Try updating the graphics drivers. That solves a lot of problems sometimes.
Also, you're probably already aware, but your system is getting a bit dated, should look into some upgrades or maybe a complete overhaul.
I had no idea TF2 had a multi core option, I need to look into that.
