Spray Tag Question

What's the best way to upload a custom spray tag. Not sure if you upload it from your comp, or if you have to cut it into the game itself to upload it?

Basically need to know the best, and preferably the easiest way.

if it is for in game just go to options in the game , go to multi, and click on where it says to
if it is for the site you will have to ask someone else
im not really sure

It's just like what LunchBox said. Open up your options and it's on the first menu that's open. Just find the picture that you want to put up from there.
