There are some good ideas here, not the least of which is joining Ventrilo. Feel free to add me on steam and if I am near I will hop on and help out.

As to the reserve slot. The only way I could see something like this working is a reserve slot for Adviser and above. If things are really that bad in a server, total anarchy, someone can be removed through rcon and a slot will open up.

As stated before though, if you for some reason can not find a single admin, your best bet is to ask people nicely to stop, gather all the information you can about people breaking our rules, joining Ventrilo, and the ban request forums.
