Anyone know how to make a steam skin?

I was just wondering if anyone does, i would love to know how but i can't find anything explaining it well.

Steam skin meaning models for your weapons, or something else? I do not know how to make them (if you mean weapon models) but you can find a wide variety of them at gamebanana(dot)com..

I believe he is talking about the actual steam UI itself.

I believe with the old one there were skins, but I believe they were valve made ones, I don't think you can get custom ones. And I think since the new steam, it can't be done anymore.

I looked at the stuff on game banana and it does not explain very well on how to make one :/ also the steam forums people have no idea as well....
