Well this is totally weird, the other day i opened my sister account in my computer and headed to black mesa which i had a normal latency of 60-80

But when i connected to my account and headed to black mesa i just had 100-120 latency...

why my latency change, depending on which account im in?

Are there differences in the config files?

Is this repeatable and consistent?

well... i installed a custom hud and that's all i think

and yeah it's constantly

Try uninstalling the HUD and using only the default config settings (but keep the MAUL pin).
