After looking in to the Steam IDs that are doing this, I think that the speed hack and voice spam combo is coming from one person at an internet cafe. All the IDs are in the 7xxxxxx's (from watching on Donner, he's got dozens of them), and the easiest and most popular way to accomplish this is through a cafe.

I notified VAC support of the IDs, although, as usual, they probably won't do anything. I'm a programmer, so if I don't get a response from them within a few days, I'll use my work to get a contact at Valve and hopefully have them run a check.

If this turns out to be from a cafe, I'll track it, get the phone number, and post it here. Then, the next time he decides to come into our servers we can call the place and put the fear of God in this kid.

steam ids are almost completely pointless to ban, we need ips. We have already banned around 50 steam ids for this guy.
