ANOTHER computer issue... [GTA IV]

So, I bought and downloaded GTA IV today off of the Steam store. I launched it up and went to start a new game. Then I just get stuck at the Starting a new game screen FOREVER. I have google'd this and I cannot find any solution.

GPU is AMD Radeon HD 6850
