Weird Windows 7 Taskbar Glitch

So, you know how in the Windows 7 Taskbar, when you mouse over the icon of an active program, the color of the surrounding of it changes? Well, my PC won't stop doing that when my mouse is AWAY from the taskbar.

The arrow is representative of the actual location of the mouse when I took a screenshot.

This might not be that annoying for most of you. But, I do have a mild case of OCD, so it drives me insane. Any and all help would be appreciated.

It's not a glitch. The color is defined by the most dominate or vibrant color in the icon. Black icons, such as Steam and CMD, get a blue treatment.

I have the same exact issue. Happens all the time. I dont know if there is a way to fix it though.

That makes more sense. I would first going to your clicking on your desktop and pressing F5, then/or try restarting; never have had the problem. Start simple and then start looking on Google I suppose.

EDIT: After some searching of the internets, it would appear that you are not alone and that it is really a glitch with Windows. Can be fixed by ending explorer.exe or by restarting.

Pressing f5, restaring explorer.exe or even the whole computer, or whatever doesn't work.

Did you try left clicking a random empty space, or hovering back over it, then moving it away again?

If I hover over the leftmost icon, then move my mouse directly over to the notification area, it'll still treat it like my mouse is hovering over the rightmost icon. Clicking doesn't help either.

I found this.

Looks like you can try these things:
- Restart your computer.
- Toggle your folder settings to single-click to open folders and double-click to open folders (Win+E to open Windows Explorer; Alt+T to open the Tools drop-down menu; click Folder options; under "Click items as follows," switch between the the two radio boxes) (it also mentions that it may be a video card driver issue, however I personally don't believe this to be a potential cause.)
