Before you rely on someone to carry you out of "elo hell" read these tips and try to use them first, these are some things that I do.
Okay, lets go over the basics first.
Don't pick support champions even if you plan on playing a support roll, in a low elo like that it won't freakin help unless you're the god of supports. A lot of people think playing support roll means staying in bot lane and watching your AD carry farm, that's not true. If you think I'm wrong then well that's even more evidence that you shouldn't be playing that roll.
You'd be better off running dual ranged ad carries bot lane, or letting someone run ranged ad carry while you run Ryze. Ryze is probably the #1 champion in the game right now JUST because no matter what roll you play him as he will still hit like a truck.
Teemo is also a good support champ to play bot lane, again, assuming you farm too, Teemo vs "right click champions" can work out very well.
But all of this advice goes to waste if you aren't playing smart. Now I know denying people creeps is alittle um, shady, but oh well, you're at low elo and it's either you or them baby. So now you need to learn how to manage the creep waves.
First off, I can't stress this enough, DO NOT AUTO ATTACK THE MINIONS FOR THE LOVE OF PHREAK. If you hit the minions more than once to kill them then I suggest you punch yourself in the cojones because you're messing up. One shot, ONE KILL, only hit the minions ONCE to kill them. LAST HIT ONLY. If you push the wave forward you're opening yourself up to ganks. If you keep dying then your team morale goes down. So please, LAST HIT ONLY.
Managing your creep wave can help your gold AND keep you from being ganked. Also a side note, a lot of "pros" say 100 cs per 10 minutes is a good benchmark, and I do agree but I doubt you'll hit that goal often unless you're playing a champ like Karthus, Gragas, or Tristana. I would say 60 creep kills per 10 minutes is good, and that should be your bench mark. Also remember, if you aren't farming the jungle you aren't playing correctly. It doesn't matter if you're the jungle or not, if you're playing mid and the jungle is trying to gank top, take his wraiths. If you're bot lane and your wave is pushed, farm minis. SIDENOTE: IF YOUR LANE IS PUSHED TO ENEMY TOWER FREAKIN RECALL AND BUY OR FARM JUNGLE. Always be farming though, that is the MAJOR key, FARM, get that gold.
Learn what build order to use and when to use it, and also what summoner spells to run. If their team has a Swain and your team has no ignite, try to get someone to get ignite or get it yourself. If their team has 3 ad's for the love of it all get exhaust. Also, build orders, this is important. Your main goal as any champ is to NOT BE WEAK in mid game. Mid game is where big plays happen and if you're weak you are not benefiting the team.
Now you might say, But Johnny, I got camped top lane and couldn't farm, omg? Well, what do you do in a situation like that? Easy, you get as much XP as you can without dying, and if your tower falls, let it fall. That will open you up to farming closer to your second tower, assuming you only LAST HIT. Also, if you're behind then BUY HP. If you can't deal damage then you should atleast take damage for your team. If you're behind on an AP caster, go Rylais, if you're behind on melee, go Frozen Mallet. Try to figure SOMETHING out to benefit the team.
Now build order wise, this is what I like to do. If I play Caitlyn then my build order is as such, Boots, 2 health pots, 1 mana pot(or 3 hp pots). I start boots on all my champions now bc it's just easier to move, plus having hp pots will keep you in lane longer.
So after boots I try to buy in this order:
Tier 1 Boots > Dorans Blade > Dorans Blade > BF Sword > Vamp Scepter > Zeal > Bloodthirster > Tier 2 Boots > Negatron Cloak > QSS > Phantom Dancer > BF Sword > Infinity Edge
I use this build order for most AD Ranged carries, Kog'Maw being the main exception.
