Sorry if this is obvious, I didn't know about it until recently and it helped with anyone using voip to grief...

You can mute individual players. While in game, hit ESC.
Just below "Disconnect" you'll see "Player List."
Once in there, you can mute any individual player's in-game voice.

Doesn't address the other issues you mentioned, but it's a quick fix in a pinch for the (sometimes completely inebriated) annoying ones.

Join our Ventrillo server! There is almost always multiple advisers and even a DL on at all times. And there are always a ton of eGO admins on too. You can bring up any concerns there. Just make sure you ask questions to people in order of rank (i.e. dont go to your DL before you've talked to an Advisor) And also, if you type @ in team chat, you immediately message all available admins on the server. Were always here to help too!
Thanks for bringing up your thoughts! But remember, anywhere in life, not just here on eGO servers, you run into people who break the rules. Best thing you can do is do your best to enforce them. Its one thing to bring up an issue, but its another if you dont try to resolve it.
