Yes, it will take us a little to get to the point where pcie 3.0 actually matters. As long as this system lasts, you will probably be fine with just 2.0. Definitely not a deal breaker imo.

recommend AMD, but change up that mobo. MSI or Asus is what i would use,

If you have the money intel, if you have less money go for AMD
