Ok well about 2 months ago got a computer and I tought him how to get free stuff of thepiratebay.com and downloaded uTorrent. But now he has downloads countless GB's and installed thousands upon thousands of viruses. I don't really care about the viruses and all I just want to know how to block these 2 because when he downloads I get like 100-350 ping in game and regularly I get about 20. Also my brother is 11 and doesn't know to stop anything and I've tried to tell my mom but she doesn't know to block him so I thought I would help her and me.

Is he using your computer to do all this?
My advice if yes: Uninstall the downloading program he's using, or set it up where you need to have an administrator account or password. Create an admin account for yourself, don't share the pw with brother. Create a user account for your brother to log in and out of, but set permissions low so if he tried to install or download stuff, he needs the administrator account and/or password, which you won't give.
Second method is to similar; enable admin only access to a firewall and set it up to do not allow access to those two programs. Obviously, second method means you can't use them either, but is it worth the risk of paying $2k per illegal downloaded song (or whatever the rate is according to the RIAA and MPAA)

I dont think beating it into you is going to solve anything. . .If anything it causes more problems.

I think you need to speak with him and tell him to STOP the pirating of the illegal content. If he is caught all your electronics can be monitored/taken away by the government and fine you over a MILLION dollars depending on how much you have downloaded. My friend got a letter from the FBI about this and they told him if he didnt stop that he was going to be sued and fined $40,000.00 YES. Thats 40k if he doesnt stop the illegal downloads/remove the content.
Depending on the router, you could set QOS on his IP so that it doesn't really affect your connection. Basically throttling his bandwidth to where it's a painful crawl, while setting yours with priority.
And as Cloaked has stated. If "he" is busted, it's whoever is the guardian there that gets the sentencing / fine.

there other is an internet security suit. or firewall that you can password. ie block his access to the downloading.

I would scrub the machine, period. If your experience is anything like my son's, half of the data is viral. Not only is the machine at risk, but your network and access. If he is the victim of a zombie-bot, your ISP will kill your Internet connect. Not to mention the dark empire monitoring the data transference and yes a girl was charged in court several thousand dollars per download.
If you don't want to scrub, create him a new user profile and delete the old one along with the download and My Docs folders.

With how much he is downloading I'm a little surprised your ISP hasn't said something by now. I agree with pretty much everything else stated and who ever is the account holder is the one that will get in trouble if he continues.
The other mentioned fixes will work but in the end that is not really teaching him the importance of being responsible with it. Education may be a better option for him in the long run.

Pirating is illegal and shouldn't be taken lightly regardless of age.
Think of it as if he went into Walmart and stole DVD's off the shelves. It's pretty much the same thing.
Take his internet cord
Scrub the computer and get rid of all of it
Delete the account and make a new one
Dl different programs and have them scan daily to get rid of god knows what else he may dl (I have a brother age 11 and he clicks anything that says free)
Talk to him about pirating and explain it in a way it would get across to him
Add pirate bay to a blocked sites list
And hope your isp is as dumb as rocks
