I think I miss understood your question, but if you mean to make avatar/display pictures then it all depends on what you want.

If you want to create images like your current one then Photoshop is your best choice, and I recommend Photoshop CS3.

If you want a graphical design, no reality, then I recommend Adobe Illustrator.

There are several free ones also, such as Serif- I think that is the name. Just google it.
