cpu cooler problems

so recently may cpu fan speed has been staying at 800-900 rpm even though i disabled the ASUS Qfan option. When i disable it and log back onto to windows my cpu fan speed is at 3000 -4000rpm (what i usually have for when im doing heaving multitasking, less than 3000 usually for gaming) but shortly after falls back 800 rpm. I use speed fan to control the speed.
My theories
1. the fan is dying on me
2. Some kind of glitch of some sort

Some input would be nice
The cpu fan i have now is some ASUS one, none of the high tech and nice looking ones. If remember correctly it can go up to 4500rpm.

Uh.
Fans run according stress.

If it's hot in your room, your fan will pick up speed.
If it's cold in your room, your fan will decrease speed.

If you're playing a game, your fan will pick up speed.
If you're idling on your pc, your fan will decrease speed.

etc, etc, etc..

Do you hear any unusual noises? Does your PC just turn off? Is your CPU physically melting?

i usually run the fan at less than 3000rpm when normal gaming but once i see that my temps are reaching 60 i bump up the rpm.
I control my fan manually because when i let the pc do it automaticaly (the stupid Q-fan setting) it kept the rpm speed at 800 which resulted in my cpu being fairly hot (low 60s).
 
What exactly is your fan?
Do you know?
 
The most i can tell u is that it came with the ASUS CG5270 desktop, it only fits lga775, it has been discontinued and i cant find it on the ASUS website or im just not looking hard enough.
 
I've done a little review and it seems like the CPU fans for "Asus Essentio CF5270-BP003" have a lot of heat issues.

Is this PC fitted with ASUS EPU? [Energy Processing Unit]
 
i hve the BP004 edition (latest one) and there were a couple of updates that fixed the faulty temps.
I do have the ASUS EPU

What was your solution? I was pretty much going off of knowledge databases haha.
 
it was a stupid error on my part, the epu 4 engine mode was on the energy conservation setting (something like that) so it kept my fan speed down
