Tbh, valve should have implemented this in the BEGINNING.

Installation Instructions Bruh​

1) Drag and drop the "Models" and "Materials" folders into "Steam/SteamApps/Username/Team Fortress 2/tf/".
2) Run the game and check out your fellow spy's new outfits!

Ive had this since it first came out, what it does it it swaps the the mask disguise that u would normally see for the head/hat of that class. Love this skin.
