Lol, no. It's a CT skin I downloaded a while back for the Seal Team 6 skin. They're shiny because some of the armor is supposed to reflect the map (probably based on cubemaps). They started out like they had a matte finish, but then they got really reflective for some reason. It's actually pretty annoying because anyone with that skin shows up almost grey. Think I tried deleting them but they didn't fully delete and that's what caused the sudden polished look.

It's an issue with the phong setting I think.
