Steam and Skype can both be considered voice programs, in a sense, or a method of communication, so I'd assume so?

All events will be held at 9 p.m. EST. Teamspeak, Skype, and Steam chat are permissible. However, no communications may be used to harass, distract, or annoy the other participants.
