If that doesn't fix it then are you running any custom skins? Did you install anyhting around the time that problem arose?

May need to uninstall and reinstall the game but get back to me before you go that route.

hmmm interesting, do you have the most up to date drivers for the vid card? Did anything else occur when this problem arose? updated drivers, new software, new hardware, ect. I would suggest running a defrag also just in case it's only fragmented files.

Another thing you can try is renaming the ClientRegistry.blob file in your Steam folder to something else, then restart Steam.

This will create a fresh ClientRegistry file, so you can see if that fixes it. If it doesn't, delete the new ClientRegistry.blob file and rename the original file back to ClientRegistry.blob

Let me know what happens from here.

[Edit]
Found this also while doing some research on the steam forums may also help out.
Zooming function is server-side, therefor there you will always have delay for it (delay is your ping delay). However even with 100ping it's not noticeable that much. But if you play with ping 200-300 - than of course you will see that something is wrong. Also you might want to check your cl_cmdrate, cl_updaterate, rate cvars. I personally would suggest:
cl_cmdrate 100 // how often you send updates to the server (100 times a second) - this one should match your fps for best gameplay.
cl_updaterate 20 // how often server sends information to you (20 times a second)
ex_interp 0.05 // how good should your client smooth stuff (0.05 - 20 times a second)
rate 20000 // something related to internet speed
cl_cmdbackup 100 // just in case

None of that helped. Also now when i zoom my ping jumps from 70ish to 200ish.
ex_interp and cl_cmdbackup dont work as commands

Hey there Dankfrank,

This is a common video bug (due to a low spec computer) that occurs when you use the scope of any sniper rifle. This can be fixed by lowering your resolution.

Otherwise, have you recently upgraded a driver? A driver update could decrease your FPS, which causes this issue. Try downgrading the driver one version below the latest one, or upgrade if there are any new releases.

Hope I helped!

Why would it start doing this out of nowhere then? The computer is only 4-5 months old and it started happening last week

The processor must be wasting the memory on useless service which you are not using. Or else, maybe you're infected by some sort of malware that's draining your CPUs memory by performing an action such as keylogging, screen capture or maybe you're a DDoS zombie. o.o

Get Malwarebytes (free version) and run a quick scan, and get a temp cleaner like ATF. Remove some software you don't need, and ofcourse, get Game Booster (disables useless services whilst ingame).

All free. Also, on malwarebytes, do a quickscan because full scan takes too much time and scans places where an infection cannot reach. Basically, it's useless.

Try my other suggestions aswell. It's most likely because the high number of running services.

actually now when i zoom in, it lags me out of counterstrike entirely

EDIT

Just had to do a reset of my modem and router.

No sorry that was a bit misleading.
Like i couldnt connect to the internet, no servers. nothing. That fixed that problem.
Still lagging horribly
