Assuming your friend can build it himself or can get someone to build it for him, here is what he will want:
3570k and a GIGABYTE GA-Z77X-D3H. See if you have a Microcenter near by which will save you a good $100 as they offer some awesome deals. (above motherboard is overkill and the cpu is weaker offering no overclocking capabilities which is free performance and easy to do on these cpus).
A 7870 GPU such as

which is cheaper than the above yet offers much better performance closer to a gtx 580.
The ram posted above is not compatible with the build. You need ddr3 ram. You will want 2x4gb 1600 ddr3 cas9 1.5V.
I would save the $30 and get the cheaper non modular version: Corsair TX650 V2.
For hdd, I would recommend the 1tb western digital caviar black which is going to be the most reliable with a 5 year warranty compared to most hdds which only offer 1 year after the Thailand floods.
The case is a decent option, though you could add a nicer one such as the corsair 300r with the savings in other places. This is obviously personal preference, so have your friend look on newegg at the corsair, cooler master, thermaltake, and nzxt offerings and see what he likes that is reasonably priced and post back here so we can see if it is a decent option.
