Steam Overlay Issue

When I launch a game in Steam, it leaves the Steam Overlay running after I shut the game down. The biggest problem is that every time I launch anything it creates another instance of the overlay UI. So if I launch 10 games within one time of Steam being ran, it really starts to bog down my system. The only way to get rid of them is to use Task Manager to End the process.

Anyone have any ideas on fixing this, or if this is a known steam issue that's being looked into?

Running the PC version and this is an issue fairly recent (within 3 months).

Doing a classic here: Tried re-installing?
I've never heard of or experienced this issue, so I have no idea what's wrong.
