Okay so I got this error about two days ago, "there was a problem with your steam installation, please reinstall steam." I ended up having to reinstall steam with all my games and whatnot. Everything is working fine than I get the same error again today for no apparent reason. There is no way I am going to keep reinstalling steam, if anybody has encountered this before or knows what to do kindly help me out. On steam forums there are countless fixes for this, I have tried to repair steam with the installer but that doesn't seem to work. Restarting does nothing as well. Never has this happened to me before.

Try this.
Possible Fix: Go to your steam folder then delete/move tier0_s.dll

That is only a possible fix, if that doesnt work try this
"Exit Steam and go to the folder called "C:\Program Files\Steam" (this is the default location for a Steam installation - if you set a different installation directory, you will need to browse to it). Delete all of the files in this folder except: The "SteamApps" folder, the "userdata" folder, and "Steam.exe" (this file is listed as an application and features the black and white Steam logo). Restart your computer. Then, launch "Steam.exe" from within the Steam installation folder, and not from a pre-existing shortcut. With Steam running, re-test the original issue. Note: This process will not affect your currently installed games."

The first fix did nothing but when I did the second one I got a new error message right after I restarted my PC and ran steam.exe from the steam folder. "Steam.exe (main exception): ERROR: copying SteamNew.exe to Steam.exe failed, Win32 Error 32 "The process cannot access the file because it is being used by another process." After that error message the installation stops so only about half the files are in the folder. I run the Steam.exe again and it updates, downloading the rest of the files into the folder but the error telling me to reinstall is back again. Thanks for the help regardless.

It sounds to me like you're infected.
First off, what antivirus do you use?
Second, please download the following programs.
1. MBAM
2. SAS
Execute these programs in safe mode and delete any files they quarantine, then reboot and download the following program.
Combofix
execute this and let it do its thing. (It can take some time) then reboot once again and let me know how trying to install steam works out for you.
