If you want to trade games on Steam, there are a few things you should know.
1. Common Courtesy
Before we get started, its important to do a few things beforehand.
A. Profile - Allow your profile to be viewed publicly. Private profiles are suspicious since you can't see reputation or the inventory.
B. Inventory - Go to Edit My Profile -> click Settings tab -> And uncheck "Keep your Steam Gift inventory private, regardless of your inventory setting above." Now traders can see your inventory and know if you really have the games you are advertising.
2. Knowing Prices
Most games that are traded are bought during daily deals and Steam events. While most titles decrease in value because of this, the demand of that game could skyrocket. It is possible for some games to hold a high value after a discount (For example, ARMA 2: CO, Call of Duty: MW3, etc.)
You can research your game on different trading boards to see how much it usually goes for.
Things that could cause your game to go down in value:
Being included in a bundle
Steam discounts
If a huge amount of keys are released for free
If a ton of people are trading the same game
It is possible for a game to go up in value. You never know, a game changing mod could be made that makes sales skyrocket (COUGH, ARMA 2, COUGH)
Always keep in mind how much your game is/was. I recommend http://www.steamprices.com/us. You search for a game and it gives a graph that shows discounts over time.
3. Trading CD keys
It is up to the traders on how CD keys are traded. In my opinion, the best option is the lower ranked player goes before the higher ranked player. If there is a tie, the person who was here for a shorter time goes first.
SCAMMING IS NOT TOLERATED. IF YOU ARE SCAMMED, KEEP A LOG OF THE STEAM CHAT AND CONTACT A LEADERSHIP MEMBER. SCAMMERS ARE NOT WELCOMED IN THIS COMMUNITY.
If a CD key is traded, it should be one that is unique and that has not been in use.
4. Reputation
After a successful trade over Steam, you should offer to exchange Reputation comments on profiles. More unique reputation looks better for you as a trader. To leave rep, simply go onto a person's profile, add a comment saying something along the lines of +rep, good trader.
Feel free to leave any questions you may have here.
