You can make a category on who's a member of this group, so you can invite them to help start up a server. This way, you don't have to bother people that are tired of getting invited in game.

To do so, you must:
1. Right click on the player's name, in your Steam friends list.
2. Click on Tag As in the drop down menu.
3. Create a group called "CS Server Starters"
4. ???
5. Profit
