Yesterday I made the purchase to get Black Ops 2 from steam. While Zombies and Multiplayer downloaded just fine, the singleplayer is different. It'll download for a short time then stop. Example..It'll say 24% 105.4 KB/S then just freeze at 24%...then maybe 5 mins itll start downloading again and repeat. I've changed my download region and restarted Steam but it doesn't help. Could it be a possible server overload? Everything else downloads quick( non steam).

That is just the game unpacking as far as I know, and it can take a while depending on your DL speed... Leave it alone for a few hours and see what happens, or have you already tried that?

Have you tried to reinstall at this point? Right click, hit the 'Delete Local Content' button and try to install it again.. If that does not work, not sure what could be causing it to download so slow, unless you have slow internet.
I'll try that. My speed isn't the fastest, usually only 350-400 KB/S wirless, but ive never had it where it would stop go to 0 kb/s then start again and so on. It didnt happen while it was installing zombies and only once during installing multiplayer.
