Your best chance is to just download it and try.
 
Three things I want to say:

1) Why are you still using Windows Vista?
2) The 7150 is an integrated graphics chip. As such, it's complete crap. Personally, I wouldn't bother because if you're even able to, the graphics will be horrible, and on top of that, the card itself relies on the memory installed to help augment its performance. You only have about 3GB of RAM to use total. So your performance will be horrible, if you're even able to play.
3) If you wouldn't mind the above explanation, go ahead and give it a try. But you'll enjoy this game with a dedicated graphics card that's actually a good performing card (i.e. don't buy a $60 card and expect huge performance gains). Obviously, you're kind of hamstrung since you're using a laptop, but that's the way it works out to be.
 
Now its getting pretty bad, i can hardly run even basic games such as minecraft and garrys mod without horrible lag. I have to put them on the lowest settings.
 
If that's the case, then probably not. PS2 is pretty intensive, especially on your CPU, and your CPU is pretty aged at this point.
