Problem with windows and Fonts

Alright. This is the 4th Month I have had this problem. I had thought I fixed the problem with resetting the font settings.

Its where windows fails to load the correct font and all programs that use special fonts. AKA steam and its many users with weird symbol names. So I just see boxes where I should see characters. and Chinese text wont show, which is a major problem considering im taking chinese and need to type in it. SO, has anyone ever had this problem and ever fixed it.
Any Ideas how to fix it even if you have never heard of it?

PS. I have googled this problem so much, its the first thing that pops up when I go to there.

Try checking for Adobe updates (Not quite sure how its affiliated, other then that when I've updated it in the past it fixed the same error for me), if you have it installed, as well as other updates (IE Windows updates, game updates, Steam update, etc etc)
