Would this be worth getting for ?250 to play CSS with constant decent fps?

That's a pretty good setup for what you're looking for. I would prefer to not get a dual-core CPU, but if you're under a budget, that's a good chip you picked out. The only suggestion I would have is to up the memory to 8 GB DDR3 (2x4GB), assuming you're using a 64-bit OS.
 
I like the overclock ability of the AMD chips. Plus, I like the fact that I can upgrade later, and not have to spend the extra dough on a new motherboard.

You should see the one I have now, get around 11 - 40 fps on average in CSS with everyone on low. Only the RAM has come so far and I'm probably gonna stick with the XP disc I have lying around here somewhere, and I'll get Win7 when I get some extra money of figure out how to errr... yea.
 
Had to cancel the order for my graphics because I've only just realised it doesn't have a VGA output -.-

Gonna get this instead : Asus Nvidia GeForce GT 640 ( If the vendor refunds me lmao )

you can get a HDMI to VGA, or DVI to VGA adapters rather cheap, or better yet update your monitor ;)

Correct you are. Keep in mind audio want pass thru that adapter so you will still need to keep audio running from it's on audio cable. Just the way you already are with you old rig
 
Don't forget, retail GPUs usually include adapters with them. Mine came with a HDMI-DVI adapter. So it is possible it'll have a VGA adapter too.
