Japan issued a declaration of war on 8 February 1904.[16] However, three hours before Japan's declaration of war was received by the Russian Government, the Japanese Imperial Navy attacked the Russian Far East Fleet at Port Arthur. Tsar Nicholas II was stunned by news of the attack. He could not believe that Japan would commit an act of war without a formal declaration, and had been assured by his ministers that the Japanese would not fight. Russia declared war on Japan eight days later.

Sounds familiar to something that happened to the U.S doesn't it? :O

Russian - Japanese War

That's a sneaky way to make war. Not nice at all :(
It is true what they say then: those who don't read history are bound to repeat it.

But the japanese fought against the Russians again in 1938 and lost badly, i believe. So hah!

Well actually they were gona declare war on the U.S before bombing pearl harbor but because it was gona be done one hour before the sneak attack it failed. It took time for the japanes people in washington to decode the message and type it out. They had sent all there American type writters out of the room and had to do it for themself. And this took more time then they thought, so the declaration of war came after the bombing of pearl harbor.

When I play total war I tend to just attack before formally declaring war. Kinda like in DoD you don't knife the wall first before shooting someone. Quite natural really
