Legal Question: About Workers Contract

My mom started working for a company (not going to disclose it for privacy concerns) and had a six month contract with no benefits what so ever. They've laid off a lot of people and now they wish to renew the current contract to another 6 months.

Is it illegal for them to continue doing this?
