nothing with steam

when i click on steam nothing happens.
I get a little activity and the mouse turns to an hour glass for about 3 seconds and then nothing happens.

things i have tried.....

1) un-instaling steam and then re-instaling it

2) clicking the shortcut version on my main page

3) going through start menu and going to steam

4) going into "My Computer" and clicking on steam

5) restarting my computer

i need some help, anyone have any suggestions? plz?

If that doesn't work, there could be a third-party application that is interfering with Steam.
