1. Is anyone uploading or downloading data on the same network that you're on?
It depends. There are 3 computers including mine and an iPod touch that can connect to the network I'm on. Even still if someone wasn't downloading or uploading something on another computer I still am rubberbanding.
2. Have you power cycled your router and modem? Pull the plug for 30 seconds and then reconnect power to both devices.
I don't think I have done that. The only thing I've done to the modem was reset it using the small button behind it.
3. Run command prompt as administrator and type the following: ipconfig /flushdns
Done.
4. Under msconfig do you have startup items that could be using your internet connection? Programs run in the background that you are not aware of if allowed to startup when Windows starts.
I've unchecked the ones I think would be using the internet.
5. Is your Windows Firewall or hardware firewall built into your router configured to have ports opened for that specific game?
I have no idea and have no idea how to access it to open ports.
Also, there is this weird thing that happens when I put my computer to sleep and then when I turn it back on, it seems like webpages load slow. However, when I restart my computer, webpages load fairly fast. =/
