how to change the start bar (task bar) color on windows xp

If I'm not mistaken you need to change the XP theme, which can be done with special software that is usually not free. I've used StyleXP from http://www.tgtsoft.com before. Once you have the software there are plenty of free themes available.
 
I just did (Right-click, properties, appearance and color scheme) got mine silver
 
I downloaded the Zune theme for Windows....its a black bar with an orange start button...just Google Windows Zune Theme

On the topic of changing your color scheme...

It's not "officially signed" by MS, so there is a patch [link=http://www.neowin.net/forum/index.php?act=attach&type=post&id=167819](here)[/link] that will allow windows to run unsigned theme files.
