FPS is determined by the hardware in your computer. Not the mouse. Video card would be the first item I would look at and from there I'd move to CPU, RAM, hard drive speed (several items factor into HDD speeds), out dated drivers for those components along with motherboard. Then you need to look at background software running on your computer. I would cut down on background software when playing games to the bare minimum should that be necessary. For example, when we install software a lot of times there is an automatic startup enabled so every time you boot your computer that software will start with Windows. You can disable this through the msconfig feature within the operating system which is an advanced feature so please be sure to have someone assist you with this if you aren't experienced. The bare minimum should be your active antivirus. I hope this helps you and let me know if I can help further. In the meantime here is a little reading for you if you want to better understand some of the factors that play a role in determining your FPS.

What determines FPS?
