from the readme for the 2/7/14 update:

- Added "Show Servers" button to quickplay. This will run the normal quickplay search, but instead of joining the "best" server, it will present a list of about 20 servers and let you pick.

does this help us at all concerning our server's ranks falling?

I don't know about server crashes, but it took me forever to download yesterday's update even after the servers were updated. It kept starting up without updating.
 
Servers went down around 6PM CST, update took a while to get to our servers (thanks Valve), and servers crashed again at about 9PM CST. Some filled back up, and others did not.
