If that's the case, why are we filling Hightower and Harvest first, then, when it's Upwater, 2Fort, and Dustbowl that need the ranks? Eh, I may just Dropbox it.
I think he's saying we would start at Upward/Badwater then fill to Hightower.

We currently fill the servers with the best ranks first.
The top priority is to not lose our beloved servers, which is the goal of the FFTF.
This means keeping our stable servers, that can stay full, filled first.
If we filled Upwater first, at 8am. It would die the second we went to Egypt. We would spend 4 hours going back and forth between 2 servers that DEMAND a large number of members to even fill. We would never get around to filling servers who have consistent players, and this would end up hurting stable servers. Generally what tends to happen is, if a division proves they can handle and fill their current servers (brings funding into eGO). So when we got instagibs, it was because we were filling all our current servers lots. And when that stopped happening we lost it.
Why are any servers stable? Because of consistent attention, and a large player base and TIME. Look at any division's top game and it took time to get there. Its taken 7 years for Ava to get at number one, and stay there. CS' dust2 has spend years at the top of the games rankings. If we filled backwards, it would basically ensue that its near impossible to have a high ranking server. And let's say we tried it out. Upwater did really well with all the attention and got above Egypt... then what? Do we prioritize filling Egypt? Then Egypt has a better ranking than Upwater again? All the while neglecting our top 4 servers.
Keep in mind the number of just regular eGO members you see on each server.

Even then, we just tested Upwater server filling today. Giving it a little extra boost, but it can only help so much as compared to server regulars, time, and what the pubs look for.
Hightower was at one point the worst ranked server in the division, but with a map change to a more well liked map and made a 24/7 server, along with members who were dedicated to it, it slowly moved up in rankings and got the extra fill attention it deserved.
