i think it does it automatically based off of how many people are on the server and when the last vote was

You could have it like the scramble plugin, with people saying !alltalk or something to initiate a vote to have alltalk for the next 30 min or so.

I voted no because I like sharing strategy with my team and helping kill others, and if alltalk was on then the other team would hear my plans of world domination.

Couldn't agree more! I leave servers with all talk on, not only for the strategy bit but all the unnecessary chatter that comes with it.

!votealltalk in chat, it is normally a leadership only command but I will modify it to pubs can use it.
There will also be a timeout for how often a alltalk vote can be called.
