So I had to uninstall and reinstall steam, and now it wont even open any help please?

Try giving it some time. Your computer might be infected with a virus. I had a virus that was forcing all the applications I ran to shut down and refuse to open.
Make sure that when you click the icon to check if the process is actually running through task manager by pressing ( CTRL+ALT+DELETE ) keys all at once. It will take you to a small screen with task manager unless you have it set otherwise and you can just click "Start task manager." It should open. If it does not then I suggest taking it to an IT specialist and have him try some work for a couple hours. Anyways, If it opens, There will be multiple tabs within the window. Click the "Processes tab" which should be right next to "Applications." You will see lots of things but I highly suggest you do not end any of them. Some of them are very important for your computer to run and if you randomly shut one down you will have to reboot your computer or figure out which one you shut down and restart the task manually.
When you are at the processes tab you want to look for "Steam.exe" under the "Image name" section. If it is not running then go to the top of the tab and click "File"="New task (Run...)" and see about entering "Steam.exe" in the window that comes up. Click Ok and see if that works.
I hope this helped. It might be something where you need to run in administrator too. So as the person above has said you will have to try that aswell. If you need any help with getting steam to work correctly people here can always help.

Also, yesterday they (Valve/Steam) were doing maintenance around the time of your post, so it may have been a bit difficult to login for a bit.

I tried everything yall said and it still keeps saying I need to be online to start steam
You have to be connected to the Internet to start Steam.

In addition, most of Steam's features require Internet, if not the entirety of Steam in general (aside from offline-mode gameplay AKA Singleplayer w/ bots)
EDIT - Also, it may have stated you need to be connected to the internet due to Steam doing Maintenance periodically.
