Cable guy fixed our Fiber OP but still sucks..

Me and my mom share an apartment together and we pay about 99$ + tax per month for Bell Aliant Fiber OP tv and internet and home phone bundle.

Our internet has been so crappy to be honest, It's been one hell of a really crap experience of this Fiber OP. First problem our Boxes malfunctioned and someone told my mom at her work that someone is probably hacked into the boxes or something and is stealing the connection, but when we had the tech come over yesterday to give us brand new boxes and a brand new connection, the Fiber OP connection got crappier. It's slower responding, It sometimes times out while trying to simply do a task as simple as refreshing the webpage, sometimes it won't even open the internet will just keep saying "Resolving host..." then sometimes it loads and sometimes it crashes.

I'm probably gonna call a tech again today or monday and get this fiber op crap removed and back to just ordinary/normal internet. They say if you live in Canada, Fiber OP is supposed to be the BEST of internet... Well i find it the CRAPPIEST of internet for me.

Reason for me posting my complaint/rant here was to see if any tech smart guy out there might have some ideas i can do at home before resorting to calling a tech, Or maybe i can teamviewer someone trustworthy and let them take a look at whats going on... Because we're paying considerably high dollar for supposively "beastly" internet.

EDIT: If anyone needs to know my laptop specs please just ask, might be better to provide on where to go if you need more than this..

Most likely it's something on bell's side.

I used to the internet tech support for them (regular internet though), there should be some way that a tech agent from the call center can view your line and see if there are errors / dropped packets or whatever. Back then we used Lantern and webcare, if my memory is correct, and you could see if there was problems at the central office (bell's office) or on the line itself. I've seen one case where the guy was just on the border of the zone allowed for internet access, and off of 5mb/s he was getting less than 100kb/s.

Bell Fiber Op was introduced here about 5 months ago, my dad asked me if it was worth the switch, I told him to stay with regular internet and wait to know what people think about it.
When it was introduced, I was working at The Source (owned by Bell) and our bell representative said he hate fiber op, aparrently it gets worse in the winter times (loss of speed for internet; loss of signal for tv)
 
You don't even get the full 50 mbps you get like 43-46 at most. But i admit that fiber op is actually good when its not crapping out. But i called the tech yesterday and my TVR box dropped and it only said "System is starting. Please wait." and she had me reset the modem and everything, so even our "NEW" fiber op boxes... malfunctioned. So there is another tech coming TODAY and i'm going to mention maybe the wiring or somethings wrong, cause i can't see a new box malfunctioning the same day it got installed..
