Delayed Update?

Why is it sometimes when I play some consecutive hours and hear about an update, but never notified until really early the next day. I wonder if that could cause a faulty vac ban. Anyhow, has anyone been getting delayed updates to steam?

I don't believe you would run into any VAC issues with this. Incompatibility issues when connecting to servers are definitely a possibility, or issues joining servers who have applied the updates as your files won't be up to date.

When updates are released and I don't get notifications when playing CS:GO, I am unable to join those who have updated. No VAC ban issues as noted however.

It is possible that a Valve update changes the executable or the direct link library of the game, in which case when you run the game VAC will detect that your game differs from their version. I guess there is a very small possibility that this can trigger a VAC-ban, VAC has banned before by mistake (sometimes thousands of players at once on whom they had to reverse the bans). But these cases are very rare and I doubt this will happen in your case. VAC scans the game and detects if there any known cheat-signatures. Even if the game differs from the standard change the changes would not fall be classified as cheat-signatures. At worst case scenario VAC will be unsure of what your differing signatures are, in which case their default position, I believe, is to not-ban. So I would not worry about it. (In fact, there are programs that do alter the direct link library of the game, such as FRAPS, for example, but VAC does not pick up their cheat-signatures and issues no ban).

While reading your post I also have a theory that it's possible that they run old signature checks for old versions of steam and the game when you also connect to the server. Pretty sure they run multiple programs at once for that, but yes very indeed rare for false bans.
