Either get a new wallpaper that is the right ratio for your monitor, or right click the background and go to "Personalize". Then click "Desktop Backgrounds" and then go to the drop-down menu that should say 'Fit' and choose 'Fill' or 'Stretch'.

I need to clean up the icons, I usually only have a few but I've gotten lazy.
