I believe I heard it was coming around March 2014 or so, but I'm not too sure. I remember seeing a link that said it was coming out but it may have been rumors/speculation. Otherwise, keep having your fingers crossed.

The master race? I find that quite a poor choice of words.
GTA V is coming out next year on PC. That's no secret. I would bet that at the latest it is out by summertime. I've enjoyed it on 360, but the mod scene on PC version is going to be sick.
