Portforwarded, No Heartbeat, Sv_lan 0

I've just recently port forwarded (and checked), but I still get no heartbeat. My dad can join (off the same router & network), but not through friends.

If anyone has any ideas what may be blocking it let me know. I've also custom-defined ports for my firewall COMODO.

Making a server from the new STEAMCMD.

I can't seem to get anyone to join and I've just tried disabling firewall and still nothing.

I take it you've looked up guides on it?
